Norman Inkster is President of INKSTER Incorporated. He is a recognized expert in national and international law enforcement and forensic investigations, and has directly led or managed a large number of investigations worldwide.

Before forming INKSTER Incorporated in 2007, Mr. Inkster was a Managing Director of Navigant Consulting. From 2003 to 2006, Mr. Inkster was President of Inkster Group of Gowling Lafleur Henderson LLP, which specialized in corporate investigation, fraud prevention, business intelligence, electronic evidence, and the safeguarding of assets and information. Previous to this he had a distinguished 36-year career in the Royal Canadian Mounted Police. He rose through the ranks to become the Commissioner where he managed all aspects of Canada’s largest police force and was responsible for the organization’s 21,000 employees and a budget of approximately $2 billion. Norman also served as President of INTERPOL from 1992 to 1994. Previously, Mr. Inkster was the Global Managing Partner, responsible for the forensic practice of KPMG.

Mr. Inkster’s business focuses on a broad range of investigations that include allegation of kick-backs, fraud, theft, extortion and embezzlement. He has directed efficiency reviews of major law enforcement agencies, as well as business recovery planning and security reviews for corporations and international organizations. Mr. Inkster acted as a Special Advisor to the Auditor General of Canada, and following the events of September 11, 2001 he was appointed as a Special Advisor on matters of security to the Government of Ontario. He was recently appointed as Chair of Canada’s Advisory Council on National Security.

In 2007 Mr. Inkster was appointed by the government of Canada to the TASK FORCE ON GOVERNANCE AND CULTURAL CHANGE IN THE RCMP (Brown Task Force), a five member panel which reviewed all aspects of the management and structure of the Royal Canadian Mounted Police.
